In the South

The earliest commemorations after the Civil War's end are known to have taken place in Charleston, South Carolina. 

A mass grave was dug at Washington Race Course to hold the remains of 257 Union soldiers who died while being held captive by the Confederates nearby. They were dug up and given respectable burials by the recently freed black adults, children, and women. Following that, on May 1, 1865, an estimated 10,000 formerly-enslaved black citizens participated in a parade and paid respects to the fallen soldiers by laying flowers.

A group of women from Columbus, Georgia, specifically from the Ladies Memorial Association, are often credited with starting the Memorial Day tradition in the South. In March of 1886,  Mary Ann Williams, in her capacity as Secretary, requested assistance from the press in setting up an annual holiday to decorate soldiers' graves across the South. Several southern states reprinted and spread her letter, and northern newspapers noted her plans. Eventually, April 26 was selected to observe Memorial Day.

A large portion of the South observed the holiday. There were also other dates in May and June observed in some cities. Following John A. Logan's order to observe May 30, 1868, as Memorial Day, this earlier southern version became known as Confederate Memorial Day.

The "idea of strewing the graves of Civil War soldiers - Union and Confederate" was credited to Mrs. Mary Ann Williams by the National Cemetery Administration in 2022.

In the North

During the dedication ceremonies of the Gettysburg battlefield cemetery on November 19, 1863, President Abraham Lincoln delivered a brief address. In it, he paid homage to the Union dead and emphasized the redeeming power of their sacrifice. In short, it was a memorial service at the graves of fallen soldiers. As a result, some claim that President Abraham Lincoln founded Memorial Day.
